This is an annual renewal to continue elementary Student Assistance Program (eSAP) services in the district. Beacon Light Behavioral Health Systems (BLBHS) is the current provider for eSAP and SAP services. This agreement will be paid for with the School Safety and Security Committee (SSSC) under the Pennsylvania Commission on Crime and Delinquency (PCCD) WCSD non-competitive grant, procurement standards were followed. The grant is available through December 31, 2025.

The Pennsylvania Student Assistance Program (SAP) is a systematic team process used to mobilize school resources to remove barriers to learning. This program is designed to assist in identifying issues including alcohol, tobacco, other drugs, and mental health issues which pose a barrier to a student’s success. The primary goal of the Student Assistance Program is to help students overcome these barriers so that they may achieve, advance, and remain in school. While Student Assistance Programs exist in other areas of the country, the structure and operation of the program in Pennsylvania is a unique expression of an integrated model serving the needs of Pennsylvania families and students.

Family Services of Warren County will provide substance abuse prevention education and counseling services throughout the 2024/2025 school year and part of the 2025/2026 school year. Services in the 2024/2025 school year will include 3 days at the Warren County Career Center and 2 days in schools throughout the district. Services in the 2025/2026 school year will be 100% at the Warren County Career Center.
