Public Content
Executive Summary
Pre-Employment Transition Services includes group instruction in the areas of independent living skills, self-advocacy skills and workplace readiness training and individual services in the areas of job shadowing and work-based learning experiences.
At the state level, WIOA increases youth with disabilities’ access to receive pre-employment transition services. PA House Bill 400, no Act 26 of 2016, the “Work Experience for High School Students with Disabilities Act”, was signed into law by Governor Wolf on May 17, 2016. Act 26 directs the PA Department of Labor and Industry’s Office of Vocational Rehabilitation (OVR) to provide pre-employment transition services to students with disabilities and facilitate the process of job and career development between local educational agencies (LEAs) and public and private employers to ensure the successful transition of high school students with disabilities into competitive integrated employment (US Dept. of Labor, 2016).
PETS should be viewed as an initiative for increasing transition planning services, as well as strengthening workforce readiness for:
- disabled students receiving Chapter 14 services
- McKinney Vento students
- students receiving Chapter 15/504 plan services
- students with mental health
- students thought to have a disability or mental health
- a child in Foster Care
- pregnant student
- a runaway
- an offender
- person who requires additional assistance to enter or complete an educational program or to secure and hold employment (US Dept. of Labor, 2016)
