Kelly Sullivan - I am a mom of 2 children at YES right now. I have a 5 year old who is entering kindergarten next year and I still have a 2 year old at home who will eventually be attending YES. I had slight concerns when I was reviewing the boards minutes the last few weeks l regarding the therapeutic program, which sounds like an emotional support program.  I am one to advocate for mental health as I work in mental health.  
I do have a few concerns as a parent. The emotional support program was at Youngsville Elementary when my oldest was in  kindergarten… I remember some of the incidents he would talk about when he got home. I also remember those parents with older children and the conversations of what their children witnessed. This program when it was here before had amazing intentions, however some of the behaviors the students had outside of the program in the school was slightly alarming.
I am concerned this program would be solely at YES again vs. those students being in their “home schools.” 
I may be wrong thinking this program would be back at YES which I hope I am. 
This is not fair to all the students at YES. When the orogr [sic] The other side of this are those students who would be in this program having to travel all the way to the school.
I know growing up my husband lived 7 miles from Titusville had to board his bus at 630am to just get to YHS. I cannot imagine being a child so young having to get on a bus extra early just to attend a program that is further away than your “home school.” Again, I may be wrong about this entire thing. I hope I am.
I fully support programs to help students with every resource available to them to help them succeed in life and give them the necessary tools as well.
Another question I have is where is all the funding coming from? Would the district be getting grants? 
I truly appreciate your time in reading this and answering any questions.

Executive Summary

The WCSD has experienced a 35% decrease in the identification of homeless youth since the onset of the COVID-19 pandemic (2018/2019 in comparison to 2019/2020).  The WCSD will use ARP Homeless II funds to support the goal of increasing community outreach as a tool to engage families, medical providers, and preschool age programs in gathering information to identify and support homeless youth in our community.

 

The ARP Homeless grant will support implementation of outreach services to assist homeless and unaccompanied youth to access opportunities throughout the summer, 2022-2024.  Outreach services will include building rapport with families; helping identify needs and leveraging community resources; assist with connecting student to summer job programs and learning; and social emotional learning interventions.

 

The Office of Pupil Services is recommending a collaboration with the Warren County EOC to assist 5 homeless families (2 two bedroom and 3 three-bedroom homes) with financial support to pay first month and deposit on permanent housing. Eligible families will meet established criteria, including (a) is a resident of Warren County; (b) has pre-school or school-age child(ren); (c) is identified as homeless in accordance with the McKinney-Vento legislation; and (d) is participating in the EOC program designed to provide permanent housing for homeless families.
